The Nationwide Rivers Inventory (NRI) is a listing of free-flowing river segments in the United States and Puerto Rico that are believed to possess one or more "outstandingly remarkable" natural or cultural values judged to be at least regionally significant. Hence, NRI river segments are potential candidates for inclusion in the National Wild and Scenic River System. Under the Wild and Scenic Rivers Act section 5(d)(1), a 1979 Presidential Memorandum, and 1980 Council on Environmental Quality (CEQ) guidance, all federal agencies must seek to avoid or mitigate adverse impacts to NRI rivers. Associated Department of the Interior and National Park Service policy and guidance provides direction on Nationwide Rivers Inventory responsibilities.</idAbs><suppInfo>The NRI is a source of information for statewide river assessments and federal agencies involved with stream-related projects. Always coordinate with local land managers to see if there are other river resources that may need to be considered. For any group concerned with ecosystem management, the inventory can provide the location of the nearest naturally- functioning system which might serve as a reference for monitoring activities. For the recreationalist, it provides a listing of free-flowing, relatively undisturbed river segments. An interactive map for users to search and filter for river segments listed in the NRI is available at nps.gov/nri.

The National Park Service (NPS) maintains the Nationwide Rivers Inventory, which was originally compiled in 1982 in partial fulfillment of the Wild and Scenic Rivers Act (Section 5). Between 1982 and 1988, there were at least two groups of additions made to the original NRI using these procedures. Although data on the number of segments added in the first revision cannot be located (other than the Manumuskin River, NJ), the second revision added the Chester (MD), Merrimack (NH), and Connecticut (CT) rivers to the NRI with Director Mott's signature on January 26, 1988. Three years later, the NRI was republished and distributed with the additional revisions.

In 1990, NPS officials at the national and regional levels began to discuss an official update of the NRI. NPS national river policy staff created goals and objectives for the NRI update and decided the update should take place in two phases: 1) identification of segments on Federal lands found eligible for wild and scenic river designation through agency studies, and 2) identification of segments which the states believed contained ORVs.

In 1993, a federal lands update was initiated as part of the celebration of the 25th anniversary of the National Wild and Scenic Rivers Act. The update added new information on existing listings and added new river segments found on lands managed by the Bureau of Land Management, National Park Service, and U.S. Forest Service. NPS hired six interns over the course of a year to compile segment information from natural resource agency management plans. With NPS Director Roger Kennedy's signature, 1,012 segments equaling 12,713 river miles were added, and 464 river segments were updated.

In 2016, the NPS made technical corrections to the NRI based on more recent studies and readily available information and modified river segments to remove designated Wild and Scenic River reaches, resulting in 3,213 river segments (down from 3,439 in the original access files and 2,805 in the original GIS shape file). River segments in the geospatial data were updated with high-resolution (1:24,000) National Hydrography Dataset (NHD) and attribute information was added.

In 2024, the NPS updated the NRI for the first time in over 30 years. Additions and technical corrections were incorporated from the four wild and scenic rivers administering federal agencies (National Park Service, U.S. Forest Service, Bureau of Land Management, and U.S. Fish and Wildlife Service) to add over 12,000 miles of rivers, tributaries, and creeks across approximately 1,300 new river segments. This data was based on readily available planning information from the agencies listed above.</suppInfo><dataExt xmlns=""><exDesc>Publication date</exDesc><tempEle><TempExtent><exTemp><TM_Instant><tmPosition>2025-02-06 00:00:00</tmPosition></TM_Instant></exTemp></TempExtent></tempEle></dataExt><dataExt><geoEle><GeoBndBox esriExtentType="search"><exTypeCode Sync="TRUE">1</exTypeCode><westBL Sync="TRUE">-87.649114</westBL><eastBL Sync="TRUE">-80.076176</eastBL><northBL Sync="TRUE">31.326455</northBL><southBL Sync="TRUE">26.397193</southBL></GeoBndBox></geoEle></dataExt></dataIdInfo><dqInfo><dqScope><scpLvl><ScopeCd value="005"/></scpLvl></dqScope><report type="DQCompOm" dimension=""><measDesc>Information in the Nationwide Rivers Inventory (NRI) is provided by other agencies and is not comprehensive. In some cases, rivers have not been included in this round because relevant planning data is currently under review or has not been finalized. The update used the best available information submitted by agencies to the NPS based on their respective agency processes, which can vary by agency and include different levels of public involvement, data collection, and information. The data requests aligned with information from the existing NRI and included details such as river name, state, management entity, reach, outstandingly remarkable values, and study information, among others. The update team collaborated with NPS regional staff to evaluate readily available information and identify rivers within NPS units that were previously studied and therefore should be added to the NRI, rivers that needed a technical correction, and rivers that could be removed.

Submissions from each agency were compiled and integrated into the NRI geospatial dataset. The following edits were made: Duplicate and overlapping segments were removed or resolved, which included overlaps between and within agency submissions and between submissions and existing NRI segments. Technical corrections were applied to existing segments- both spatial and attribute updates based on agency submissions. Line geometry of some new and existing segments was updated to the most current version of high-resolution (1:24,000) NHD, primarily where misalignments were obvious and updating to match NHD would resolve spatial representation issues, e.g., non-intersecting endpoints at river confluences. (A comprehensive line geometry update was outside the scope and timeline for this update and therefore was not performed.) Notes were recorded at the feature level when changes were made to existing river segments in the NRI or river segments being added from agency submissions. Segments or portions of segments that were designated in the National Wild and Scenic Rivers System were removed (approximately 320 miles). New, unique NRI IDs were generated for additions and for new river segments that resulted from splitting existing segments. River names were updated where former names have been officially replaced by the Department of Interior Board on Geographic Names. Reach descriptions were updated for revised river segments and populated for additions where not provided in agency submissions. County, state, federal management entity, HUC6 and HUC8 watershed codes and names, GNIS name, and year listed/updated were populated for all additions. The In Eligible/Suitable attribute was populated for all NRI segments. GIS miles were recalculated for all NRI segments.

The following quality assurance and quality control (QAQC) was performed: The dataset was compared with the last published version of the NRI geospatial dataset as well as the Wild and Scenic Rivers geospatial dataset. Intersect and topology error checks were performed within the dataset to detect overlapping line. True null and valid domain values were checked and enforced on all fields. NRI IDs between the 2016 NRI dataset and the 2024 version and within the dataset were checked for missing segments and identical values. River names were modified to match NRI river naming convention (main stem followed by fork and/or branch separated by comma). County, state, GNIS name, watershed code and name, and management area name were spot checked for overall accuracy and consistency. Listed ORVs were alphabetized.

The following schema changes were made since the last published version of the NRI geospatial dataset: 15 attribute fields were dropped: OriginatingInstitution (Employer of the Editor), UnitCode, NPS_Region, ImageURL, Photo_Credit, Website, Partner_Website, Official_NRI_List, and the individual ORV fields. 1 attribute field was renamed due to a GIS system character length limit: Revision_Addition_Deletion_Notes became Revision_Addition_Notes. 7 attribute fields were renamed according to the published NPS Core Spatial Data Standard: MapMethod became MAP_METHOD, MapSource became MAP_SOURCE, SourceDate became SOURCE_DATE, Edit_by became CREATE_USER, CreateDate became CREATE_DATE, Last_Edited_User became EDIT_USER, and Last_Edited_Date became EDIT_DATE. 10 attribute fields were added: State3, Management_Entity_Fed3, Alt_Name (Alternate Name), Study_Type, In_Eligible_Suitable, SOURCE_AGENCY_ID, DATA_SOURCE, DATA_SOURCE_NOTES, PUBLICDISPLAY, and DATAACCESS. Additionally, state and federal management entity field values were converted from acronyms to full names and watershed codes were converted from numeric to string fields.</stepDesc><stepDateTm>2024-11-15T00:00:00</stepDateTm><stepProc><rpOrgName>National Park Service, Partnerships and Civic Engagement Directorate</rpOrgName><role><RoleCd value="007"/></role><rpCntInfo><cntAddress addressType="both"><delPoint>1849 C Street NW</delPoint><city>Washington</city><adminArea>DC</adminArea><postCode>20240</postCode></cntAddress><cntPhone><voiceNum tddtty="">202-208-6843</voiceNum></cntPhone></rpCntInfo><rpPosName>GIS Specialist</rpPosName><displayName>National Park Service</displayName><displayName>National Park Service, Partnerships and Civic Engagement Directorate</displayName></stepProc><stepSrc type=""><srcDesc>U.S. Geological Survey, 2023. Other attributes are populated if applicable or if information is available. The following are known inconsistencies in the dataset: Segment numbers in NRI IDs may not be geographically sequential (e.g., upstream to downstream), sometimes because segments were added after NRI IDs were already established for other segments of the same river; in those cases the next sequential segment number was applied to the addition regardless of its proximity to other segments. Where segments are geographically sequential, the convention is inconsistent as to whether numbering starts upstream or downstream, but effort was made to use a consistent approach within river systems. Most NRI IDs contain the county where the majority of the segment is located, but some may contain a county the segment is barely or not located within, which may be an error or due other segments of the same river occurring in a different county. To differentiate segments with the same river name in the same state and county that are part of different river systems, the river name portion of the NRI ID was constructed from four letters of the river name and two letters of the larger river system it was part of so as to not sequentially number those segments since they are part of different rivers. Older NRI IDs for Oregon river segments follow a different alphanumeric convention than segments in the rest of the dataset. River names often but do not always match GNIS names depending on how the river system was studied and the river name submitted by the managing agency. River descriptions and WSR study name, link, and type attributes are not fully populated across all records, particularly for additions where that information was not provided in agency submissions. Management entity information and ORVs may be missing or unknown for some segments. For most but not all segments in multiple states, State 1 is where the majority or upstream portion of the segment is located; exceptions may exist where the majority of the river is located in another state except within one of the river segments or where the majority of the river exists in the downstream state. Some discrepancies in how multiple states are attributed may be addressed in future updates.
