For the 2004 version of FGDL, the three districts that have 2000 land use data have been merged together. These three districts (SWFWMD, SFWMD, SJRWMD) make up the layer LU00. This layer has been broken up by county for easy distribution via ftp or cd-rom. Within these three district boundaries there are some areas that don't have data.There is a large section of land use that was missing within SFWMD. For this area SWFWMD was used. You can find this section of land use by looking at the attribute table and finding all records with SOURCE2 = "SWFWMD_SOUTH".There was some overlap in the three land use layers before merging them together.
