    <logic>Source media received prior to manual drafts are various and include legal descriptions, aerial photographs, USGS quadrangle maps, and other materials. Visual inspection of source materials during redrafting helped to identify many potential problems. These errors were then corrected prior to digitizing or scanning. The majority of permit applicants employ engineering firms (consultants) that survey the properties and transpose the permit withdrawal point onto aerial photographs that are submitted with the application. ArcINFO commands DESCRIBE, LABELERRORS, and NODEERRORS was used to determine if there were any topological errors in the coverages, as well as to determine the presence of any edit masks. An 'exemption report' is generated showing consistency between the database and GIS.</logic>
    <complete>There are no significant omissions. Permit applications are reviewed as they are processed and permit boundaries are inspected by District staff to ensure permit withdrawal points are consistent with previous issued permits and overlapping of other permits does not occur. The Processing and Records staff are responsible for accepting, recording and maintaining the tabular and spatial data relating to a permit. Permit boundaries and withdrawal points are overlaid on a digital raster graph (DRG) scanned USGS quad map and/or digital orthophotographic quadrangle (DOQQ) for spatial accuracy after digitization. Accuracy adjustments are made if there are questionable areas of concern.</complete>

        <horizpar>A visual comparison between checkplots, digital orthophoto quarter quadrangles (DOQs), and/or digital USGS quad maps (DRGs) to the original source quad map was completed. Accuracy is estimated to be within +/- 100 meters. Schedule is updated on a continuous basis as new permits are received, processed, and issued. Linework is accurate to within +/- 80 meters, this value includes the +/- 30 foot shift inherent in USGS quads regarding positional accuracy of features. Also, some adjustment of permit withdrawal point was necessary to match permits across tile or quad borders. The digitally processed permit is projected to Universal Transverse Mercator, units meters, and overlayed with the DOQ's and/or to verify accuracy of project.</horizpar>

        <procdesc>All permit withdrawal points are checked on the original source materials for assurance. Boundaries are transferred to USGS 7.5' quadrangles for digital development. All permit features are manually drafted onto USGS 7.5' paper quads from various sources. The quad sheets are tied down and registered using the four corner coordinates of the quad as control points. Permits are digitally compiled and produced in-house. The fuzzy tolerance is set at .010. Arc/INFo commands DESCRIBE, LABELERRORS, and NODEERRORS areas used to determine if there were any topological errors in the coverages, as well as to determine the presence of any edit masks. GIS staff receive the U.S.G.S. quad map that contains the manually drafted permit point withdrawal location. The quad map is registered to the digitizing device using the four quadrangle corners and the permit features are digitized from the quad map into the GIS database (WUPPNT). The latitude/longitude coordinates are obtained utilizing an ARC/INFO AML. The GIS staff position the digitizing puck on the withdrawal point located on the quad sheet and the aml program will output the latitude/longitude coordinates. These coordinates are then manually scribed onto the permit worksheet and returned to the processing and records staff. An Oracle table (STORMWATER) is created from the IBM Regulatory Data Base (RDB) tabular information. The spatial information derived from the GIS data base us related to the Oracle data base by the Storm Water permit and revision (SMKEY) number. The fields from the RDB are appended to the attribute table in the GIS layer.</procdesc>

The feature classes were created new in a feature dataset, with column names, shape type, grid size, and projection information defined during creation. An X/Y Domain and Precision were set at MinX: -700,000; MinY: 2,000,000; Precision: 1000. Z-Values were set at MinZ: -20; Precision: 1000. The Grid Tile Size is 28,000. Data was then loaded into the feature classes from the coverages using the 'Load Data' tool in ArcCatalog 8.3.</procdesc>

Furthermore, the GIS data available in the FGDL are provided 'as is'. Please be sure you are using the best available data. 1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger. Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
