        <procdesc>The GeoPlan Center downloaded the worldwide Internal administrative boundaries data from the Natural Earth website (http://www.naturalearthdata.com/) on February 21st, 2011. http://www.naturalearthdata.com/http//www.naturalearthdata.com/download/10m/cultural/10m-admin-1-states-provinces-shp.zip The 10m-admin-1-states-provinces-shp.zip contained the following layer, and it was in the GCS_WGS_1984 projection. 10m_admin_1_states_provinces_shp.shp A Southeastern Area Extents box was created for the focus area in the GCS_WGS_1984 projection. Next the worldwide Internal administrative boundaries layer features who's boundaries fell within the southeastern focus area were selected out. This layer was then reprojected to the FGDL albers projection NAD83 HARN. Once in the FGDL albers projection this layer was then Dissolved based on NAME. Next this newly created layer was renamed to southeast_iabnd.shp A DESCRIPT field was then added based on NAME. A FGDLAQDATE field was also added and populated.</procdesc>
