        <procdesc>Senate Bill 1906 modified Section 373.4595, Florida Statutes (Lake Okeechobee Protection Program) to include all of Hendry, Glades and Okeechobee counties in limiting the land application of phosphorus-containing wastes, including domestic wastewater residuals, septage and animal manure. The extents of Okeechobee, Glades and Hendry Counties beyond the existing phosphorous restricted basins were added to the data set. The new polygons were created by UNIONing the dataset DEP.PHOSPHOROUS_RESTRICTIVE_BASINS in SDE with a subset of the dataset BASE.BOUNDARIES_2M, consisting of the boundaries of Okeechobee, Glades and Hendry Counties. The resulting polygons were aggregated by 'BASIN" and values for the 'BASIN' attribute were entered for each of the new features.</procdesc>

        <procdesc>The Phosphorus Restrictive Basins was created from the drainage basins coverage (basin-24 (area)). The watersheds were created by unioning the appropriate drainage basins in the basin-24 cover. Some additional modifications (subtracting and splitting polygons) were made to create the Green Swamp boundary. The watershed boundaries for Lake Apopka and Lake Okeechobee area based on the boundaries established by the Surface Water Improvement and Management (SWIM) Program. The boundary for the Everglades Protection Area (EPA) is based on the Everglades Forever Act (EFA). The boundary used for the Green Swamp is describe in chapter 22F-5, Florida Administrative Code.</procdesc>
