The Nationwide Rivers Inventory (NRI) is a listing of free-flowing river segments in the United States and Puerto Rico that are believed to possess one or more "outstandingly remarkable" natural or cultural values judged to be at least regionally significant. Hence, NRI river segments are potential candidates for inclusion in the National Wild and Scenic River System. Under the Wild and Scenic Rivers Act section 5(d)(1), a 1979 Presidential Memorandum, and 1980 Council on Environmental Quality (CEQ) guidance, all federal agencies must seek to avoid or mitigate adverse impacts to NRI rivers. It is limited in scope. The 2024 NRI update focused primarily on river segments that have been previously studied or evaluated by one of the four Wild and Scenic River (WSR)-administering agencies. In some cases, rivers have not been included in this round because relevant planning data is currently under review or has not been finalized. The update used the best available information submitted by agencies to the NPS based on their respective agency processes, which can vary by agency and include different levels of public involvement, data collection, and information. The data requests aligned with information from the existing NRI and included details such as river name, state, management entity, reach, outstandingly remarkable values, and study information, among others. The update team collaborated with NPS regional staff to evaluate readily available information and identify rivers within NPS units that were previously studied and therefore should be added to the NRI, rivers that needed a technical correction, and rivers that could be removed. 

Submissions from each agency were compiled and integrated into the NRI geospatial dataset. The following edits were made: Duplicate and overlapping segments were removed or resolved, which included overlaps between and within agency submissions and between submissions and existing NRI segments. Technical corrections were applied to existing segments- both spatial and attribute updates based on agency submissions. Line geometry of some new and existing segments was updated to the most current version of high-resolution (1:24,000) NHD, primarily where misalignments were obvious and updating to match NHD would resolve spatial representation issues, e.g., non-intersecting endpoints at river confluences. (A comprehensive line geometry update was outside the scope and timeline for this update and therefore was not performed.) Notes were recorded at the feature level when changes were made to existing river segments in the NRI or river segments being added from agency submissions. Segments or portions of segments that were designated in the National Wild and Scenic Rivers System were removed (approximately 320 miles). New, unique NRI IDs were generated for additions and for new river segments that resulted from splitting existing segments. River names were updated where former names have been officially replaced by the Department of Interior Board on Geographic Names. Reach descriptions were updated for revised river segments and populated for additions where not provided in agency submissions. County, state, federal management entity, HUC6 and HUC8 watershed codes and names, GNIS name, and year listed/updated were populated for all additions. The In Eligible/Suitable attribute was populated for all NRI segments. GIS miles were recalculated for all NRI segments.

The following quality assurance and quality control (QAQC) was performed: The dataset was compared with the last published version of the NRI geospatial dataset as well as the Wild and Scenic Rivers geospatial dataset. Intersect and topology error checks were performed within the dataset to detect overlapping line. True null and valid domain values were checked and enforced on all fields. NRI IDs between the 2016 NRI dataset and the 2024 version and within the dataset were checked for missing segments and identical values. River names were modified to match NRI river naming convention (main stem followed by fork and/or branch separated by comma). County, state, GNIS name, watershed code and name, and management area name were spot checked for overall accuracy and consistency. Listed ORVs were alphabetized.

The following schema changes were made since the last published version of the NRI geospatial dataset: 15 attribute fields were dropped: OriginatingInstitution (Employer of the Editor), UnitCode, NPS_Region, ImageURL, Photo_Credit, Website, Partner_Website, Official_NRI_List, and the individual ORV fields. 1 attribute field was renamed due to a GIS system character length limit: Revision_Addition_Deletion_Notes became Revision_Addition_Notes. 7 attribute fields were renamed according to the published NPS Core Spatial Data Standard: MapMethod became MAP_METHOD, MapSource became MAP_SOURCE, SourceDate became SOURCE_DATE, Edit_by became CREATE_USER, CreateDate became CREATE_DATE, Last_Edited_User became EDIT_USER, and Last_Edited_Date became EDIT_DATE. 10 attribute fields were added: State3, Management_Entity_Fed3, Alt_Name (Alternate Name), Study_Type, In_Eligible_Suitable, SOURCE_AGENCY_ID, DATA_SOURCE, DATA_SOURCE_NOTES, PUBLICDISPLAY, and DATAACCESS. Management entity information and ORVs may be missing or unknown for some segments. For most but not all segments in multiple states, State 1 is where the majority or upstream portion of the segment is located; exceptions may exist where the majority of the river is located in another state except within one of the river segments or where the majority of the river exists in the downstream state. Some discrepancies in how multiple states are attributed may be addressed in future updates.
