An OFFICE field was added and calculated according to which of the four NOAA ffices served each individual county. The shapefile was then disolved on the OFFICE field. The Shapefile was left as single part so the table contains only four records, one for each NOAA District. The shapefile can be converted to multipart so as to have the table represent items such as islands and coastal features as individual records.
