      <purpose>This data layer was created to illustrate the different land uses in the Southwest Florida Water Management District as seen in 2011. This may be useful for future management applications regarding land use change detection.</purpose>
      <supplinf>Because water management boundaries do not follow county boundaries, some counties have partial coverage of the land use data. Here is a list of the counties that make up the district, with an indicator of which counties have partial coverage.       <attraccr>SWFWMD Accuracy Report: No statistical accuracy verifications have been done. Based on past projects of a similar nature it is estimated that classification accuracies of between 80% - 90% can be expected. During the edit process, only the FLUCCSCODE was updated. Once the entire area was complete, the LEV1, LEV2, LEV3, and LEV4 attributes were calculated from the FLUCCSCODE. A script was written that updated the FLUCSDESC attribute based on the FLUCCSCODE. GeoPlan relied on the integrity of the attribute information within the original data.</attraccr>

        <horizpar>SWFWMD Positional Horizontal Accuracy Report: Visual inspection of the 2011 linework over the 1ft digital aerial photographs, at a scale of 1:8,000, was used to verify the positional placement of the linework. The 2010 land use and land cover data was used as reference data. Photo interpretation, editing and QC (quality control) were performed directly on screen. Data is estimated to be compliant with the National Map Accuracy Standards for 1:12,000, estimated +/- 33.3 feet. The goal of this project was to update the existing 2009 land use and land cover data layer using the 2010 1ft digital aerial photographs that meet or exceed National Map Accuracy Standards for 1:12,000. Land use and land cover boundaries are not always well defined, however, given the use of ancillary data sources (e.g. soils data or National Wetlands Inventory) to determine feature boundaries, it is expected that data acreage should be accurate. This data is provided 'as is' and its horizontal positional accuracy has not been verified by GeoPlan</horizpar>

        <procdesc>The 2010 Land Use/Classification dataset was used as the base starting point. The 2010 feature class (fc) was copied and renamed to 2011 in a versioned SDE database instance. The 2011 Land Use/Land Cover mapping standards remained the same as last year: 1) it must fit feature boundaries at a scale of 1:12,000, 2) a minimum mapping unit of 0.5 acres for wetlands, 3) a minimum mapping unit of 5 acres for uplands, 4) a minimum mapping unit of 2.5 acres for irrigated agricultural areas, and 5) a minimum mapping unit of 1 acre for upland areas within an irrigated agricultural area. The FDOT's Florida Land Use, Cover and Forms Classification System (FLUCCS) was used to classify all features. Ancillary data sources were used to the fullest extent to ensure proper delineation of land use/cover features. These data sources included: 1984, 1990, 1994/1995, 1999, 2004, 2005, 2006, 2007, 2008, 2009 and 2010 color infrared aerial photography; 1990, 1995, 2004, 2005, 2006, 2007, 2008 and 2009 land use/cover, National Wetlands Inventory 1:24,000 maps, and NRCS county soil surveys. Any features that could not be reliably interpreted were field reviewed. Versioning and disconnected editing functions were implemented for the digital update process. From the default SDE version of the 2010 land use data, a QC1 version was created. From the QC1 version, disconnected edit versions were created by each editor covering smaller areas/tiles. Edits were performed on the editor version and when finished it was checked back in to the QC1 SDE version. Any conflicts between QC1 and editors' versions were resolved by accepting the edit changes, or keeping the original line work in QC1. Conflicts were looked at manually to determine which line work to keep. QC1 was subsequently reconciled to Default. Conflicts, if any, were resolved. All children versions were deleted and the database was compressed. QC1 was re-created and the process continued until the district wide update was complete. Land use and land cover features were delineated, on screen, using the 2010 1ft digital aerial photographs as a back drop. Edits were made, using heads-up digitizing in ArcMap, on the feature class in the personal geodatabase created with the disconnected edit function. Line work and labels were added, deleted or reshaped on screen. Topology Rules, no overlaps and no gaps, were created and verified on the personal geodatabase.</procdesc>
