      <abstract>This dataset contains 1995 Land Use Land Cover data for the South Florida Water Management District (SFWMD) Region. A series of land use/ land (LCLU) cover maps have been produced by the SFWMD since the early 1970s. The 1995 LCLU map is a core GIS layer that is used for many functions at the District. It was produced by photo interpretation of 1:40,000 USGS NAPP color infrared photography. The work was carried out by multiple contractors, with significant input and review by a community of stakeholders at the District. The contract was managed by the Technical Resources Team (TRT) at SFWMD. The classification system is a modified version of the statewide FLUCCS (Florida Land Use and Cover Classification System) maintained by FDOT. This modified version uses classes that are mainly at the community level, but also includes a number of species of concern. Modifications and corrections have been made to the map since its creation. There is no formal assessment of accuracy parameters for this layer. Please note: The field names in the original attribute table from SFWMD were renamed by the GeoPlan Center. The original field names from SFWMD are listed in the Process Steps (Data Quality Section) and in the Attribute Definitions (Entity and Attribute Information section). All Water Management District land use datasets distributed via FGDL will contain these standardized field names, for ease of using land use data at the statewide extent.</abstract>
      <purpose>Land cover / land use data are widely used at the DISTRICT to support the mission of managing and protecting the region's water resources by balancing and improving water quality, flood control, natural systems, and water supply. Land cover / land use data were mapped for SFWMD in 1995 using a modified version of the Florida Department of Transportation (FDOT) Florida Land Use / Land Cover Classification System (FLUCCS). Land cover and land use classes were interpreted from 1994/1995 National Aerial Photography Program (NAPP) aerial photography .</purpose>
      <supplinf>A general description of the land cover classes is available in the FDOT guide to the FLUCCS classification system, last updated in 1999. A more detailed and specific description of the classes is contained in a Photo interpretation (PI) Key produced for the SFWMD as part of the mapping project. That PI key is in paper format only and very limited in availability. A digital update of the PI Key is being planned as part of the 1999 LCLU mapping contract, and may be available in early 2003.</supplinf>

        <procdesc>The GeoPlan Center downloaded the original South Florida Water Management District 1995 Land Use Land Cover dataset (see below) on September 13th, 2011 from the following SFWMD website. ftp://ftp.sfwmd.gov/pub/gisdata/lscndclu95.zip lscndclu95_POLYGON.shp GeoPlan reprojected the lscndclu95_POLYGON.shp FROM: NAD_1983_HARN_StatePlane_Florida_East_FIPS_0901_Feet TO: Albers Conical Equal Area [Florida Geographic Data Library] Next GeoPlan renamed the dataset to LU_SFWMD_1995 in order to match the LU naming schema used in FGDL. Next GeoPlan ran the Repair Geometry GeoProcessing Tool 3x, in order to repair any geometry issues. Next GeoPlan added an AC field and populated the acres for each feature. Next GeoPlan eliminated any slivers that had an area less than 0.001 acres. Next GeoPlan re-ran the Repair Geometry Command. Next GeoPlan ran a Single Part Dissolve based on the LUCODE3 field. Next GeoPlan selected the LUCODE3 = 0000, which was then reviewed. Next GeoPlan ran the Eliminate Command on the 0000 values. Next GeoPlan re-ran the Repair Geometry Command. Additionally GeoPlan added and populated the following fields: FLUCCS OTHER SOURCE SOURCE2 FLUCCS_L1 LEVEL1 FLUCCS_L2 LEVEL2 FLUCCS_L3 LEVEL3 FLUCCSCOMP ACRES DESCRIPT FGDLAQDATE Next GeoPlan created and populated a LUCODE3 Description field [DESCRIPT] based on the SFWMD LAND USE AND LAND COVER CLASSIFICATION Codes found in the following text file that was also contained in the lscndclu95.zip The FLUCCS = 1009 was reviewed and it was determined that this non-standard category should have the standard value of 1320 instead. The 1009 value was copied to the OTHER and FLUCCSCOMP fields and the FLUCCS field was recalculated as 1320. Next the records in the attribute table were UPPERCASED. GeoPlan also removed/replaced any Carrot Symbols &lt; or &gt; with their proper English translation of greater than or less than, additionally where Carrot Symbols were being used as brackets actual brackets were inserted such as ( and ) to allow proper XML function within the ETDM system.</procdesc>

    <overview>
      <eaover>The term "Land cover" describes the features, predominantly vegetation, that 
exist over most of the unit of area delineated at the time of interpretation.  These 
features are in most cases natural vegetation or lithographic features, but may also 
be established and maintained artificially, as in the case of pasture lands, pine 
plantations, or lagoons. Land cover mapping conventions for each class are 
described in the Photo-iInterpretation Key.

The term "Land use" describes the activities, management, or cultural importance 
of a given area.   The use may extend over most of the area and infer physical 
features (e.g. cemetery), or it may be based on an abstract property, such as 
ownership (e.g. institutional).  Land use mapping conventions for each class are 
described in the Photo interpretation PI Kkey.

The Florida Land Use and Cover Classification System (FLUCCS) is the basis for 
the classification system used in the 1995 LCLU layer.  Variations of the FLUCCS 
system are used throughout Florida for mapping both land use and cover in a 
single map layer.    FLUCCS was developed by FDOT and revised most recently in
1999. The 1985 FDOT version  was operational during the development of this 
layer.  It provides a broad range of potential classes in a four level hierarchical 
structure. Each Water Management District uses its own modified version of  
FLUCCS.  A subset of the FDOT classes can be selected and modified for any 
given project.  For the 1995 map layer, the District used a level III selection of 
about 170 classes.   Except for a few cases, all of these are found in the FLUCCS
list. 

A guide to using the District's classification system was created during the 
mapping project.  The guide includes a description of each of the classes, along 
with horizontal and vertical photographs for most of them.  This guide is titled 
"Interpretive Definitions and Reference Document".  It is the only definitive source
for this map layer.  Availability is extremely limited, as it exists only in paper form.  
For general use the FDOT FLUCCS Classification Guide is recommended (see 
citation below).
