        <procdesc>GeoPlan Florida Future Land Use Process Steps 2020:


STEP 1: Download and obtain future land use data from data sources*. 

GeoPlan obtained future land use datasets representing individual jurisdictions in Florida  from January - July, 2020. Data were obtained from municipalities, counties, and regional planning councils in a variety of formats, including shapefiles, file geodatabases, and hard copy maps in pdf or jpg. In most cases, future land use datasets were downloaded directly from local jurisdiction websites or open data portals. For jurisdictions with no spatial data immediately available for download, future land use data was requested via email. For data consisting of hard copy maps only, GeoPlan created spatial data based on geometry from the 2019 parcels and FLU 2008 datasets. All spatial datasets were projected to Albers Conical Equal Area [Florida Geographic Data Library].

STEP 2: Create the FLU_SOURCE_2020 table structure.

STEP 3: Run Repair Geometry tool on each source dataset feature class. 


STEP 4: Append source datasets to FLU_SOURCE_2020 layer. 

For each source dataset, GeoPlan identified fields representing future land use codes, future land use code descriptions, and residential density information, if available. Each source dataset was appended to the FLU_SOURCE_2020 statewide future land use layer, with future land use code and description fields matched to the FLU_SRC and FLU_SRC_DESC fields, respectively. Residential density fields were matched to the DEN_MIN and DEN_MAX fields, if available. Additional information from the data source, including the future land use planning year (HORIZON), the name of the data source (DATASOURCE), and the date the future land use data was last updated (UPDATEDAY), was also added to the statewide layer. GeoPlan used the most recent comprehensive plan available for download to define any future land use code, future land use description, residential density attributes, horizon, and other information needing further clarification.


STEP 5: Create generalized future land use categories for the State of Florida. 

Once all data sources were appended to the statewide layer, a summary table of future land use descriptions was created by dissolving on the JURISDICT, COUNTY, and FLU_SRC_DESC fields. This summary table was then used to create generalized, statewide categories for future land use, as defined by the FLU_L1 and FLU_L2 fields. The categories contained in the FLU_L1, FLU_L2, and FLU_L3 fields represent our best efforts to aggregate the specific future land use category definitions contained in the source datasets into generalized categories for the entire State of Florida. As with any effort to aggregate data, some information is inevitably lost or miscategorized. Users of this dataset should therefore refer to the FLU_SRC field or original source data to verify future land use category definitions. 

GeoPlan created generalized residential categories for the State of Florida based on both nominal and numeric residential density information from the source data as follows:
(1) Identify all records categorized as "residential" land use from the source data 
(2) Identify all records described by source data as "rural", "low", "medium", or "high" residential land use or their equivalent descriptions.
(3) Calculate descriptive statistics (n, mean, median, IQR) based on maximum allowable residential density for each residential category.

Using the statewide descriptive summaries outlined above, GeoPlan categorized residential land use as follows (units in dwelling units per acre*):
- Rural Residential Density       (Max. Density &lt;= 0.5)
- Very Low Density Residential (0.5 &lt; Max. Density &lt;= 2)
- Low Density Residential         (2 &lt; Max. Density &lt;= 5)
- Medium Density Residential   (5 &lt; Max. Density &lt;= 12)
- High Density Residential        (12 &lt; Max. Density)

For any local residential categories that were missing density values, GeoPlan approximated residential density as follows:
(1) Based on natural neighbor interpolation (2678 records)
(2) Based on county designation (if municipality using category similar to that of the county - 6527 (records)
(3) Based on adjacent residential land use categories (164 records)

*Please note: Density is measured in either gross acreage or net acreage, depending on the jurisdiction. This dataset does not distinguish between different measurements of acreage. Users of this dataset should refer to the original source data and/or jurisdiction comprehensive plans for exact density specifications. 


STEP 6: Fix geometry for a small sample of jurisdictions. 

As this dataset was created from a variety of different data sources, the statewide layer contains extensive slivers, overlaps, and gaps between features. The vast majority of the original features from the source data were left "as is", and very few topology corrections were applied. However, some corrections were applied for a small selection of jurisdictions: 

(1) Any features containing over 300,000 vertices were divided into small features using the Dice tool, 
with a vertice count limit of 300,000.
(2) Brevard County: Removed ocean water features. 
(3) Broward County: Removed ocean water features. 
(4) Calhoun County: Erased features from unincorporated Calhoun County that overlapped with Altha and Blountstown.
(5) Miami-Dade County: Removed features in Broward and Monroe Counties, where source field was equal to Broward or Monroe. Removed ocean water features.
(6) Pinellas County: Clipped Pinellas Park features based on par_citylimits layer to remove some overlap with unincorporated Pinellas and surrounding municipalities. Clipped features in  unincorporated Pinellas that overlap with Clearwater, Safety Harbor, and Oldsmar.
(7) Polk County: Removed overlapping lakes from Auburndale, Dundee, Eagle Lake, Frostproof, Highland Park, Hillcrest Heights, Lake Alfred, Lake Hamilton, Lake Wales, and Winter Haven.
