      <purpose>The data was created to serve as base information for use in GIS systems for a variety of planning and analytical purposes.</purpose>
      <supplinf>Growth Management and Comprehensive Planning Introduction Adopted by the 1985 Legislature, The Local Government Comprehensive Planning and Land Development Regulation Act (see Chapter 163, Part II, Florida Statutes) - also known as Florida's Growth Management Act - requires all of Florida's 67 counties and 410 municipalities to adopt Local Government Comprehensive Plans that guide future growth and development. Comprehensive plans contain chapters or "elements" that address future land use, housing, transportation, infrastructure, coastal management, conservation, recreation and open space, intergovernmental coordination, and capital improvements. A key component of the Act is its "concurrency" provision that requires facilities and services to be available concurrent with the impacts of development. State Agencies' Roles in Comprehensive Planning The Growth Management Act authorizes the Department of Community Affairs, Division of Community Planning, to review comprehensive plans and plan amendments for compliance with the Act. Other review agencies, including the regional planning councils, water management districts, the Departments of State, Transportation, Environmental Protection, and Agriculture and Consumer Services, and the Florida Fish and Wildlife Conservation Commission also review comprehensive plans and amendments and issue recommended objections to the Department. Local governments may amend their comprehensive plans twice per year. Within an established time frame, the Department first issues an Objections, Recommendations and Comments report that identifies areas of the proposed plan or proposed amendment that are inconsistent with the provisions of Chapter 163, Part II, Florida Statutes. The local government may or may not address the recommendations to revise the proposed plan or amendment, or elect to adopt or not adopt the amendment. When the local government adopts the plan or amendment, it is submitted to the Department for a compliance review. Within 20 to 45 days of receipt of the adopted amendment, the Department issues a public Notice of Intent (see Objections, Recommendations and Comments, Reports, Notices of Intent and Public School Interlocal Agreements Online web page) to find the adopted plan and/or plan amendment either in or not in compliance with the Act. If the Department finds the plan or amendment not in compliance, the local government must take remedial actions to bring the plan or amendment into compliance to avoid an administrative hearing.         <procdesc>The GeoPlan Center received a File Geodatabase from the DCA called Florida_FLU.gdb on September 21st 2009. The Florida_FLU.gdb contained eleven Feature Datasets named after each Regional Planning Council. The GeoPlan Center took each of the eleven Feature Datasets and combined them to make one statewide layer. Next the GeoPlan Center cleaned and validated the Statewide layer's topology in order to fix existing geometry errors found throughout the statewide layer, additionally this topology validation also allowed for the removal of redundant points, such as over-digitized vertices found throughout the layer, this function was also used to compress the file size of the layer via a relatively low degree of simplification. During this topology validation process Gaps and Overlap were not allowed and a tolerance equal to 1-meter was set in order to allow for a maximum offset of 1m from the original source data. To correct for topological errors created during this process the Repair Geometry Function was run. The Acres field was recalculated and features that were &lt;= 0.001 (aka slivers) were merged with adjoining polygons via the Eliminate command. Next the Statewide layer was exported to shapefile. This shapefile was then run through the repair geometry function to remove self intersections. After this was completed the ACRES field was repopulated once more using the Calculated Geometry function.</procdesc>

Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
