Using list of adopted amendments from ECFRPC and the comprehensive plans, updates to the FLU files were made which included polygon manipulation and/or changing the ORIG, MOD and GEN FLU classifications. The most up to date parcel layer (2005) were used for reference and snapping. Once all updates as per adopted comprehensive plan amendments were completed, the attribute table was QC'ed to ensure all classifications were consistent based on FLU categories for each jurisdiction. This included ensuring that the ORIG and MOD flu classifications were correctly spelled and abbreviated and the correct GEN FLU was assigned for all categories. This was done by &lt;DISSOLVING&gt; the attribute table based on JURIS, MOD, GEN, and ORIG FLU. Any discrepancies were checked and corrected. Also, all fields were capitalized. A query from DCA was obtained which included all adopted FLU amendments for the 9 counties which included jurisdiction, county, DCA number, Date Amendment was received, number of amendments, large or small scale, notes and acres. Then the query was compared to the ECFRPC list and the correct DCA numbers were given to the appropriate ECFRPC numbers which were added to the "DCA Number" field in the shape file. Geometry of file was repaired. ---------------Process_Step (Osceola): Process_Description: Process steps for updating the Generalized FLU file has been modified. Original file ECFRPC 2006 file. The most up to date parcel file was used to help in referencing the parcels that were undergoing a change from the Future Land Use amendment changes. The jurisdictions were updated separately. All queries received from DCA for the 9 county area included jurisdiction, Mod FLU, DCA number, number of amendments, large or small scale, notes and acres for the parcels in question. A GIS number was added later by the ECFRPC. ---------------Process_Step (Osceola): Process_Description: Updated FLU files, Comp Plan amendments from June 30, 2007 through October 31, 2007. The updates made to the FLU file included updating of Comprehensive Future Land use changes both small and large scale for the relevant time period. A query was received from DCA that contained all adopted FLU amendments for the six counties that were included in this release. The query contained information about the amendment including Jurisdiction, DCA number, Mod FLU, County, Date Amendment was received, number of amendments, large or small scale, and any additional notes. Amendments that were found Not In Compliance by DCA were not included in this update. This file has undergone a QA/QC process that included checking for spelling errors and ensuring that all relevant files were properly populated. This also includes checking the abbreviations for the GEN_FLU field. ---------------Process_Step (Osceola): Process_Description: The Future Landuse file has been updated based on received comprehensive plans with a Notice of Intent received at the East Central Florida Regional Planning Council between the dates of November 1st through December 31st, 2007 (4Qt). The changes made to the FLU files include updating both large and small comprehensive plan changes. Amendments found "Not In Compliance" or not receiving a notice of intent during the relative time period were not included in this update. This file has undergone a QA/QC process by the ECFRPC. This file has undergone a QA/QC process by the ECFRPC ONLY. ---------------Process_Step (Osceola): Process_Description: Osceola County FLU file Updated based on 2008 Osceola County Property Appraiser Parcel File. At the start of the 2009 year, the East Central Florida Regional Planning Council identified Osceola County as the next county to undergo FLU realignment and data collection. The ECFRPC determined to use the Parcel file received from the Osceola County Property Appraiser as the base for the update. The ECFRPC then contacted all jurisdictions within the county to obtain a copy of the most recent Future Land Use Map or GIS shapefile. Osceola County, City of Kissimmee, and City of St Cloud all supplied GIS format shapefiles of the FLU for their respective cities. A PDF map document of the Reedy Creek Improvement District was downloaded via their website. The ECFRPC began started the process with the Counties Future Land Use file. A select by attributes followed by a select by location was used to select parcels whose centroids were present within the FLU file provided by the county and the parcel was given the corresponding FLU classification. Each FLU category was completed independently and was individually checked to ensure that parcels were correctly selected. Split parcels or parcels needing to be "cut" were then edited to reflect the county FLU categories. The fields were populated by the ECFRPC through the use of a crosswalk table, allowing for the completion of the regional FLU field. This same process was used for both the city of Kissimmee and the city of St. Cloud, in cases where there was a conflict between the city and county on the FLU category, priority was given to the city. The ECFRPC utilized aerial photographs, past FLU files, and parcel data to help accurately select the parcels that should be given the FLU category. In the case of the Reedy Creek Improvement District, the FLUM was georeferenced and parcels were selected based on the PDF image. Upon completion of the parcel identification for Future Land Use, the ECFRPC then added in the missing ROW and Water Body polygons to complete a uniform FLU polygon for the county. The Water bodies and ROW were then checked by the ECFRPC and cuts/splits were made based on Aerial Photographs and past data. The ECFRPC then performed a clean on the file to remove any sliver polygons and to dissolve the parcels sharing similar FLU categories together. ---------------Process_Step (Osceola): Process_Description: Osceola County Future Land Use 2009 1st and 2nd Quarter Updating. The ECFPRC received a complete list of all comprehensive plans with a letter of Intent from DCA, that have been approved. The comprehensive plans were then checked on a parcel by parcel basis and future land use changed where indicated in the comprehensive plan amendment document. The changes were made by utilizing aerial photographs, parcel lines, and when needed past FLU files. The FLU file has undergone a QA/QC process by the ECFRPC only. ---------------Process_Step (Osceola): Process_Description: Osceola County Future Land Use 2009 3rd Quarter Updating. The ECFPRC received a complete list of all comprehensive plans with a letter of Intent from DCA, that have been approved. The comprehensive plans were then checked on a parcel by parcel basis and future land use changed where indicated in the comprehensive plan amendment document. The changes were made by utilizing aerial photographs, parcel lines, and when needed past FLU files.         <procdesc>---------------Process_Step (Orange): Process_Description: For the 2009 4 QT update the Orange County file has undergone a realignment. The process was initially began by contacting the Orange County Property Appraiser and receiving the most current parcel file. This parcel file served as the base for all updates occurring to the future land use map. All values occurring in the county were then added to the parcel file which had the additional required fields associated with the ECFRPC regional future land use field classifications. Once the counties FLU had been added to the parcel file, each additional jurisdiction in the county was contacted and the most recent future land use map or shapefiles were sent to the ECFRPC. For consistency the ECFRPC continued to use the Orange County parcel file as the base and populated the fields in the parcel file with the information attained from each city. The ECFRPC then collected future land use maps and/or shapefiles from Orange County, Apopka, Bay Lake, Belle Isle, Eatoville, Edgewood, Lake Buena Vista, Maitland, Oakland, Ocoee, Orlando, Windermere, Winter Garden and Winter Park. The future land use file was then used to populate the parcel file, providing a completed and consistent future land use file for the county. In any instance where the city and county showed a disagreement about the future land use of a parcel, the cities future land use was utilized unless a previous comprehensive plan had been adopted. For each of the previously noted comprehensive plans that had been entered by the ECFRPC, the future land for the parcel was compared to the comprehensive plan and depending on date of last update was changed to reflect the comprehensive plan change. The ECFRPC reprojected data sets into State Plane Florida East NAD 83, feet. Cut and reclassified right-of-way based on adjacent future land use polygons. For classifications that do not follow parcel lines the scale used to cut the shape of the designation was 1 inch = 0.05 miles. Usually conservation designations, when necessary aerial imagery and jpg images are used. Based on a new parcel shapefile released by the county for 2007, all of the cities are out of alignment. The county parcels, however, still match up with this FLU shapefile. To help automate the realignment for the cities, we developed the following methodology. First, using Arc Map 9.1 we ran a clip on our FLU file using the updated parcel file. Next, we overplayed the clipped layer over the original FLU file and selected any polygons that were inadvertently clipped out from the original layer. Next, we exported these selected polygons to a new layer. Then, we ran the multipart to single part tool on this new file. Then we created a field with the same name in both this resulting layer, and the original clipped layer. The field was called ROW_POLY because many of the lost polygons were ROW's. This field (in the clipped_export_singlepart layer) was populated with Y and then this layer was merged with the clipped layer. This process turned all misaligned polygon areas into slivers in the adjacent parcel. We then corrected all slivers that were a result of the merge (had a Y populating the ROW_POLY field). This process was completed for all cities other than Leesburg. The cities will be revisited to correct the remaining polygons that are not aligned with the new parcel file. ---------------Process_Step (Lake): Process_Description: Lake County Future Landuse file was completely redone using the 2007 parcel file from Lake County. This file will first be released in the April 2007- June 2007 file release. This process allowed for the County to be completely realigned and now be based on parcel lines. The process involved the creation of several new fields including GEN_FLU. These new fields were then populated using the data available in the new Lake County Parcel file. Most of the changes that took place were done using the FLU2025 field that was already in the parcel file. The Wekiva Protection Area and the Green Swamp Protection area were also added to this file to complete the GEN_FLU categories. Water Bodies were later added to the file. Once these files had been populated ECFRPC staff used the crosswalk table to verify and create the GEN_FLU field. All other fields were populated using the Parcels field or the previous version of the FLU. Although the previous version was not the base of this file, the process steps and its metadata are included to help show the steps involved in the process. The County areas have now been aligned based on the parcel file but the jurisdictions have not yet been transformed in the same process. The jurisdictions will begin to undergo changes in the next relevant FLU update cycle. This is the reason why some of the edges between the county and the jurisdiction are Unknown and do not properly line up. After alignment the FLU approved amendment changes were incorporated into the new aligned file. This update is relevant from Apr 1, 2007- June 30, 2007. The file has been updated by using a list of the adopted amendments from DCA. Only amendments found In Compliance were included in this update. The most up to date parcel file was used to help in referencing the parcels that were undergoing a change from the Future Land Use amendment changes. The jurisdictions were updated separately. All queries received from DCA for the 9 county area included jurisdiction, Mod FLU, DCA number, number of amendments, large or small scale, notes and acres for the parcels in question. A GIS number was added later by the ECFRPC. ---------------Process_Step (Lake): Process_Description: Updated FLU files, Comp Plan amendments from June 30, 2007 through October 31, 2007. The updates made to the FLU file included updating of Comprehensive Future Land use changes both small and large scale for the relevant time period. A query was received from DCA that contained all adopted FLU amendments for the six counties that were included in this release. The query contained information about the amendment including Jurisdiction, DCA number, Mod FLU, County, Date Amendment was received, number of amendments, large or small scale, and any additional notes. Lake County is still in the process be being updated based on a new parcel file that was released. The county managed area has been worked in this process, but the individual jurisdictions are still undergoing the process. Also the Right of way (roads) for the county have NOT been filled based on adjacent FLU category. Amendments that were found Not In Compliance by DCA were not included in this update. This file has undergone a QA/QC process that included checking for spelling errors and ensuring that all relevant files were properly populated. The Lake County file has undergone a complete parcel restructuring. The Lake County parcel file was received directly from the county and included all future land use for the unincorporated areas, this file was updated until early December. This file served as the base for the ECFRPC to recreate the Future Land Use map for the county. Future Land Use codes were gained from the county and used to identify the correct FLU characteristics for the fields. Once populated, the ECFRPC created fields that allowed for a regional future land use field to be created. A crosswalk table detailing the characteristics of each field is available from the RPC. Upon completion of the county file being created, all jurisdictional FLU files existing in the past release (LakeCounty_GENFLU_2007_Q2) were added to the file. The ECFRPC is continuing to process the individual features and will be updating each of the jurisdictions individually to correct overlaps and any gaps that may be present in the files. These changes will be reflected in future releases. Water bodies and the Wekiva River area will also be completed to ensure gaps are corrected in future updates. The changes made to the FLU files include updating both large and small scale comprehensive plan changes. Amendments found "Not In Compliance" or not receiving a notice of intent during the relative time period were not included in this update. Lake County has recently undergone parcel realignment. The parcel file containing the Flu2025 was received from the county. This file served as the base for the realignment of the Regional FLU file. Lake County jurisdiction was populated with the values from the parcel file. All comp plans that received a notice of intent prior to the July of last year were added into the county file to be sure that no updates were missed. The jurisdictions were then added as overlay to the file. This process created several overlaps between discrepancies between the County FLU file and the ECFRPC GENFLU file. These overlaps that occurred strictly in a county to county level were addressed first. The jurisdictional update was then conducted. The order in which the jurisdictions were completed was based on the response order the cities responded to the data request. All comprehensive plan updates for Lake County and its jurisdictions that were newer than the maps or shapefiles sent by the jurisdictions were transferred into the file here to reflect the most accurate and up to date Future Land Use. The City of Clermont was the first to respond and subsequently was the first city updated. The city sent the ECFRPC their FLU shapefiles for the city. These FLU files were then used to perform an erase from the county FLU file to create a hole for the jurisdiction to fit into. Once the erase tool had been completed, the proper fields from the city, which had been populated to include the local jurisdictions FLU were merged back into the file. Once the files had been merged, a manual process was conducted by the ECFRPC to remove any additional lands that had been accidently identified as belonging to the city. Through this process the city was updated based on the best FLU data available for Clermont. All situations that occurred outside of the city limit boundaries identified by the city were replaced by the FLU value from the county jurisdiction. This shapefile was included in the 2007 4QT. Release. All other jurisdiction were included in the subsequent release. The city of Astatula was updated based on a shapefile received from the city. Certain fields were added by the ECFRPC to allow for inclusion in the regional file. The file was then erased against the county file that was currently in place. This created a matching gap for the city which was then plugged into the gap. All additional parcels outside of the city limits were given the FLU classification based on the Lake County Parcels file. The city of Eustis was updated based on a shapefile received from the city. Certain fields were added by the ECFRPC to allow for inclusion in the regional file. The file was then erased against the county file that was currently in place. This created a matching gap for the city which was then plugged into the gap. All additional parcels outside of the city limits were given the FLU classification based on the Lake County Parcels file. The City of Fruitland Park did not have shapefiles available at the time of this update. The city was able to provide the most recent version of the Future Land Use map that they had. This map was then georeferenced into the background with the parcels file overlaid. The FLU classification was then checked against the cities map to ensure that the FLU for the city matched as close as possible the FLU classifications in the file. Flagler had empty polygons in areas that were pertaining to water, as well as overlapping polygons for conservation areas. The realignment of Seminole County will not occur until the county has been able to successfully change all of their files to reflect this new change. This parcel file served as the base for all updates occurring to the future land use map. Seminole County GIS then provided the FLU file for the entire county. All values occurring in the county were then added to the parcel file which had the additional required fields associated with the ECFRPC regional future land use field classifications. Once the counties FLU had been added to the parcel file, each additional jurisdiction in the county was contacted and the most recent future land use map or shapefiles were sent to the ECFRPC. For consistency the ECFRPC continued to use the Seminole County parcel file as the base and populated the fields in the parcel file with the information attained from each city. Altamonte Springs, Lake Mary, Longwood, Oviedo, Sanford, and Winter Springs all provided GIS shapefiles of the city&#8217;s Future Land Use. The city of Casselberry directed the ECFRPC to download its most up to date FLU map from the cities website. The future land use file was then used to populate the parcel file, providing a completed and consistent future land use file for the county. In any instance where the city and county showed a disagreement about the future land use of a parcel, the city&#8217;s future land use was utilized unless a previous comprehensive plan had been adopted. For each of the previously noted comprehensive plans that had been entered by the ECFRPC, the future land for the parcel was compared to the comprehensive plan and depending on date of last update was changed to reflect the comprehensive plan change. The counties parcel file in many instances did not contain either right of way locations or in some instances water bodies. As a final step the ECFRPC using the county boundary, performed an erase against the completed parcel file in order to locate any gaps occurring in the file. This erased file was then merged back into the parcel file to give a complete contiguous GIS file. Documents sources: All adopted comprehensive plan amendments received by the ECFRPC from December 1, 2003 to March 31, 2005 for Brevard, Lake, Orange, Osceola, Seminole and Volusia County. Used all adopted comprehensive plan amendments received by the FDOT District Five planning office from December 1, 2003 to March 31, 2005 for Flagler, Marion and Sumter County. All comprehensive plan amendments are in compliance by Florida Department of Community Affairs. Processing methodology: Used ESRI ArcGIS 9.1 software to update the shapefiles. First step, major roads, local roads and parcel shape-files were used as a reference points to locate future land use polygons to be amended. Second step, amendment descriptions were used to make changes on the polygons using cutting tool in ArcMap, to match adopted ordinance. In case of multiple land use changes in one polygon, aerial pictures were used as visual references. Final step amended polygons were labeled with the corresponding East Central Florida Planning Council and DCA number, when available. The most up to date parcel layer (2005) were used for reference and snapping. Once all updates as per adopted comprehensive plan amendments were completed, the attribute table was QC'ed to ensure all classifications were consistent based on FLU categories for each jurisdiction. This included ensuring that the ORIG and MOD flu classifications were correctly spelled and abbreviated and the correct GEN FLU was assigned for all categories. This was done by &lt;DISSOLVING&gt; the attribute table based on JURIS, MOD, GEN, and ORIG FLU. Any discrepancies were checked and corrected. Also, all fields were capitalized. A query from DCA was obtained which included all adopted FLU amendments for the 9 counties which included jurisdiction, county, DCA number, Date Amendment was received, number of amendments, large or small scale, notes and acres. Then the query was compared to the ECFRPC list and the correct DCA numbers were given to the appropriate ECFRPC numbers which were added to the "DCA Number" field in the shape file. Geometry of file was repaired. ---------------Process_Step (Sumter): Process_Description: Process steps for updating the Generalized FLU file has been modified. Original file ECFRPC 2006 file. Using list of adopted amendments from ECFRPC and the comprehensive plans, updates to the FLU files were made which included polygon manipulation and/or changing the ORIG, MOD and GEN FLU classifications. The process began by collecting the most recent parcel file from the Marion County Property Appraisers Office, which was from 2008, then collecting the most recent FLU shapefiles from Marion County, the cities of Belleview, Dunnellon, and Ocala. The cities of McIntosh and Reddick were received from the Withlacoochee Regional Planning Council in a PDF format. The parcel file serves as the base and the parcels are filled in with the FLU designation for the county parcels first. The cities follow. In any instance where the city and county showed a disagreement about the future land use of a parcel, the city's future land use was utilized. For future land use classification that do not follow parcel lines the scale used to cut the shape of the designation was 1 inch = 0.05 miles.
